Rico Torres Rodriguez arrives in Eastmon looking for a fresh start and a badge. What he finds is a city where cops, criminals, families, and hustlers all share the same streets—and where the difference between protecting the city and owning it isn't always as clear as it should be.

Under the guidance of celebrated detective Tommy Gunnz, Rico begins learning what it really means to wear the badge. Across town, Joey Two Times Williams is beginning a rise of his own, earning respect in a criminal world already divided between powerful men.

As Rico and Joey find their places on opposite sides of Eastmon, Detective Gunnz hunts a killer leaving pennies beside the dead—and discovers a case designed to challenge everything he thinks he knows.
